ENHANCING COMPETITIVENESS THROUGH
RESEARCH AND DEVELOPMENT (R&D)

ABOUT THE FUND
The MRC Industry Linkage Fund 2.0 (ILF 2.0), introduced by the Malaysian Rubber Council (MRC), aims to address challenges associated with technological innovation in the development of new or improved rubber-related products, production processes, and pre-commercialization activities. The fund supports the transformation of scientific discoveries into potential commercial and economic benefits.


OBJECTIVES

ILF 2.0 is designed to enhance the competitiveness of Malaysia’s rubber industry in the global market by providing funding support for relevant R&D and pre-commercialization projects focused on new or improved rubber-related products and their production processes.

ELIGIBILITY



ILF 2.0 is open to Malaysian-based downstream rubber products manufacturers.


  • Cessible downstream rubber products manufacturer based in Malaysia.
  • Financially stable and free from legal cases.
  • Not receiving other grants from Government and Agencies for the same items/activities applied.
  • Project will benefit the Malaysian rubber industry.
  • Project is at minimum Technology Readiness Level (TRL) 3 with potential to reach minimum TRL 7 after completion.
  • Encouraged to collaborate with research institution but not compulsory.

QUANTUM OF FUNDING

The fund is offered based on a ratio of up to 50:50 for large companies, and 70:30 for Small and Medium Enterprises (SME), where MRC will fund up to 50% or 70% of the total approved cost of the project, with a maximum cap of RM300,000 to each project.

Projects must be completed within 18 months from the commencement date.





PROJECT CATEGORY

ILF 2.0 focus areas are on rubber-related products and production processes that have achieved at least Technology Readiness Level (TRL) 3 and demonstrate the potential to advance to minimum TRL 7.

CATEGORY 1 : PRODUCTS
CATEGORY 2 : PROCESSES
Product that can be commercialized or re-introduced in the market with improved properties and values.
Process that can increase a product’s value with significant competitive advantage, such as better profit margin.




SCOPE OF FUNDING

The scope of funding covered by MRC is as follows:




CATEGORIES ALLOWABLE EXPENSES
Research Materials and Supplies
  • Materials directly related to the project, i.e., chemicals, materials, and consumables.
  • Purchase of equipment is not covered.
Minor Modification
  • Minor modifications of equipment or other equipment related to the project.
  • Scheduled or regular maintenance and repair are not covered.
Special Services
  • Consultation fee or honorarium for external experts
  • Sample testing and analysis.
Prototype Development & Pilot Trials
  • Fabrication of prototype for the developed products or equipment or technology or processes.
IP Acquisition & Filling
  • Acquisition and filling of IP i.e., patent, trade secret etc.,


Other type of expenses/categories not in the list may be considered on case-by-case basis
or be funded under the company’s portion of the project cost.
