No. The roadmap is not a regulatory requirement document and does not impose mandatory compliance on manufacturers. It serves as a guidance framework designed to encourage participation of the manufacturers in emissions measurement and reduction, and phased pathway toward Net Zero. It is a document for MRC to communicate to the industry and all relevant stakeholders on MRC’s initiatives in transitioning Malaysian rubber and rubber product manufacturers to be competitive in the current Net Zero economy.

Net Zero commitment means that a company formally declares its intention to achieve Net Zero by a specified target year and establishes a structured decarbonisation plan. It does not imply immediate achievement of Net Zero, but rather a long-term transition pathway with measurable progress over time. Four key components for a company to reflect commitment: Establish (1) emission coverage (2) base year (3) short-term target and year and (4) long-term target of Net Zero and year.

The roadmap requires companies to make a Net Zero commitment but does not specify mandatory alignment with SBTi. Companies may adopt recognised frameworks (such as SBTi) to strengthen credibility.

The roadmap starts with Scope 2 because electricity data is usually readily available from utility bills, making it the simplest and most practical starting point. It also offers opportunities to reduce emissions through energy efficiency and renewable energy adoption, often resulting in cost savings. The roadmap takes the approach of Measure-Mitigate. Choose one emission source, measure the GHG emission, and explore ways to reduce such emission. Then only expand to other emission sources and repeat the same cycle of Measure-Mitigate.

The roadmap identifies selected Scope 3 categories as the priority focus areas based on the emissions profile of the rubber and rubber products manufacturers. However, companies are encouraged to assess and address other Scope 3 categories that are relevant to their operations and requirement they are subjected to such as Bursa for public listed companies (PLC) or specific client request.

Progress will be tracked through annual self-declaration. MRC may consolidate and review submissions to assess overall industry progress against the roadmap milestones. The mechanism is currently being designed, and MRC will notify members once it is ready to receive members’ declaration of their GHG emissions status.

The roadmap is designed to guide and support industry transition, not to impose enforcement measures. If interim milestones are not met, the focus remains on capacity building and continued engagement to help companies improve progressively.

Yes. The roadmap adopts a phased and practical approach, starting with simpler emission sources such as purchased electricity. This allows SMEs to begin with manageable steps before expanding to more comprehensive emissions measurement and reduction efforts.

Yes. MRC will support the industry through capacity building initiatives, guidance materials, and programmes designed to help companies measure, report, and reduce their GHG emissions in line with the roadmap.

Not necessarily. Companies may start with basic emissions measurement using internal data such as electricity consumption. However, companies may engage external consultants if they require more detailed assessments or verification.

Any data submitted to MRC will be handled with appropriate confidentiality. Aggregated information may be used to assess overall industry progress without disclosing individual company data.
